In 2003, Willie founded Blue Armor Security Services, Inc., and serves as owner, President and Chief Executive Officer. He leads, guides and oversees the performance of the organization. He sets the direction and drives the company’s strategic plans and vision, while leading business development and fiscal operations. Willie also determines the company’s overarching goals and initiatives.  

Willie is a licensed Master Peace Officer who has been serving Bexar County for almost 30 years. He has served in various roles for the San Antonio Police Department (SAPD) for most of his career - from Patrol Officer to Detective Investigator and Special Federal Deputy Marshal assigned to the U.S. Secret Service Task Force. After retiring from SAPD, Willie accepted the position as Chief Criminal Investigator for the Bexar County District Attorney’s office where he served in this capacity with honor and distinction until 2018. While simultaneously working in law enforcement, in 2003, Willie founded Blue Armor Security Services, Inc., and has successfully owned and managed his small business for close to 20 years.

His multifaceted training ranges from Command Staff Leadership, SWAT Management, Active Shooter, Police K-9 Training to Narcotics/ Dangerous Drugs, the ASIS International Award for Exemplary Service to Business and Law Enforcement in 2016. He attended rigorous Command Staff Training in Tempe, Arizona and Sam Houston State University in 2018. Then in anticipation of a run for Bexar County Sheriff, Willie received his Jail Administrators License in 2019, passing a test that requires a perfect score.

Willie has taught ACOG and other agencies how to correctly investigate and prosecute cases while applying proper procedure. He is also the cofounder of a small business incubator. He serves on the board of the Texas Association of Business and worked with the Criminal Justice Reform Committee to reduce recidivism. The committee worked to get Texas House Bill 918 passed and signed into law by the Governor in recent years. The bill requires jails/prisons to provide discharged or released inmates with transitional programs six months before release, in addition to providing certain documents - including documents to assist inmates in obtaining employment.

 

Ruby Ng

Co-Owner, COO & Vice President

Ruby Ng oversees executing the daily administration and operations of Blue Armor. She helps set standards for the company and helps lead personnel to ensure that client services, systems, training and quality assurance reflect high-level standards.  As the second-in-command, Ruby is responsible for executing the company's overall vision by upholding the CEO's mission and working with the management teams to ensure that optimal staffing levels are set throughout the company, and all departments and projects have sufficient resources and procedures for performance execution.  Ruby analyzes the output of the company to improve operating procedures that increase profits and ensure organizational efficiency.  As the COO, Ruby keeps the company’s high-level strategy and customer service focus front-and-center.

Prior to joining Blue Armor Security Services, Inc., Ruby served in multiple roles with Kuper Sotheby’s International Realty, from Sales Manager and Regional Sales Manager to Director of Sales and Vice President of Relocation.  During her time with the real estate company, Ruby helped transform the company by focusing on organizational effectiveness, recruitment, improvement and development in San Antonio, Austin and Boerne.  In so doing, Ruby lead the implementation of redefining policies, procedures and operations for the company and partnered in the continuous growth of sales totaling to $1.1 billion in December 2014, respectively.  After serving over 10 years with the real estate company, Ruby resigned in Spring 2015 to serve as the Vice President and Chief Operating Officer of Blue Armor Security Services, Inc. 

Prior to joining the real estate industry, Ruby served in various management and leadership roles with the global communications company West Corporation.  After starting her career performing as a top sales producer, Ruby was one of the youngest professionals promoted into Sales Management with West Corporation in San Antonio in 1994.  Consistently a leader in top sales and quality results for the company, Ruby began as a Sales Manager of over 40 staff personnel and subsequently promoted into Assistant Branch Manager, Production Manager, Branch Manager and Director of Operations, in which she managed approximately 400 personnel, to include managing sales and operations, employee training and development, human resources/ employee relations, quality assurance and client services. 

During her time with the leading global communications company, Ruby was recognized as a trouble-shooter and change-agent, who frequently partnered with multiple sales branches to analyze and execute departmental performance solutions for sales.  Ruby received the Achieving Company Excellence (A.C.E.) Award during her time with the global corporation.  After 10 years of service with West Corporation, Ruby resigned to pursue a career in the real estate industry and joined Kuper Sotheby’s International Realty.

With over 20 years performing as a change agent in various leadership roles, Ruby has extensive experience in leading hundreds of personnel in sales, operations and project management, to include multi-level management personnel.  Ruby has a broad knowledge in managing a wide range of issues while maintaining strategic focus and balancing the details of the day-to-day operations of business.  As an experienced professional, who is both data and people driven, Ruby is instrumental in executing the delicate balance of translating the company’s strategic vision into operational and financial success with emphasis on exceptional customer service and execution.

 

Jesse Flores

Lead Training Academy & Firearms Instructor

Flores served in the U.S. Navy for over 4 years as Interior Communication Electrician. He also worked Shore Patrol (Military Police) in Italy and Spain Police Stations while in Port. Flores then worked with Southwestern Bell and AT&T as a Communication Technician after his U.S. Navy tour. He retired from the telecommunications company in 2001.

Flores then received his Concealed Handgun License Instructor license 2000 - now known as License to Carry. He also received his Commissioned Security Officer license 2002 after attending San Antonio College Law Enforcement Academy.

Flores worked volunteer Security at Cornerstone Church for a few years, then also served the church community as a Qualified Manager from 2002 to 2005.

He received his Firearms Instructor certificate from AACOG Law Enforcement Academy in 2006. Became a certified Level III Instructor in 2006, now conducting Level III classes for Blue Armor Security Academy as of January 2007.

Flores then received his Personal Protection Officer certificate from DFW Gun Club & Training Center in 2007. He registered as Personal Protection Officer with Blue Armor Security in 2008, and also became a Level IV Instructor the same year. Flores also acquired his school Safety Certification Instructor Certificate from Texas Department of Public Safety Training Facility in 2018. (This is a special handgun certification program for Texas School teachers.)
